Minutes of Selectmen Meeting
June 13, 2000


Present:  Judy Murdoch, Cathy Kuchinski, Daniel Webster, Stephanie McSweeney and Peter  Jones. Also present, Executive Secretary Winn Davis.

I.      Hanson AA – ACRC event – Hanson AA, ACRC members and Reed Street residents were present to discuss the Motorcycle Event tentatively scheduled for Sunday, June 25, 2000.  Daniel Webster briefly explained what transpired at last week’s meeting and updated Mr. Jones.  The Board reviewed materials received during the week from citizens in favor and opposed to the event.  Mr. Flynn presented a map indicating the area and the neighbors supporting the event.  Mr. Davis provided the Board with a draft motion stating the restrictions for the event.  Kuchinski indicated that she would be in favor of issuing a one-day liquor license as outlined in the motion.  Murdoch also indicated that she would be in favor of a one-day liquor license.  Webster expressed concerned regarding safety issues and has discussed the matter with Chief King.  Chief King has indicated that he would work with ACRC if the Board votes to approve the license.  However, Mr. Webster would not be in favor of the event.  Mr. Jones agrees with Mr. Webster’s view.  Mrs. McSweeney also cited safety concerns and the increase of 30% of the population.  Ms. Kuchinski commented she did not believe there would be any safety issues with all the police officers present and our excellent police force

Mrs. Murdoch is confident the ACRC will abide by all the restrictions outlined.

MOTION by Murdoch, second by Kuchinski that the Board of Selectmen vote to grant a one-day liquor license to ACRC, Inc., for Saturday, the 25th of June 2000, for property located at 171 Reed St., Hanson, to include the grove, ball fields, horseshoe pits, but not to include the buildings and the pavilion, under the conditions:
1.      That ACRC, Inc. must meet with the Hanson Chief of Police and arrange for adequate security at the sole expense of ACRC, Inc.;
2.      That neither ACRC, Inc. nor its guests shall be on site prior to 12:30 p.m. on the 25th of June 2000;
3.      That ACRC, Inc. shall provide a set-up crew no earlier than 12:30 p.m. on the 25th of June 2000;
4.      That ACRC, Inc. shall post all entrances and exits with signs that inform the guests that motorcycles are to remain shut off until the owner is prepared to depart the event and the area; that upon departure the guest is requested to leave the area; that no games or activities involving running the motorcycles are permitted; and to request that each guest be considerate of the residences in the neighborhood;
5.      That ACRC, Inc. shall insure that all motorcycles are shut down and parked within 30 minutes of the earliest arrival, not including set-up crew;
6.      That ACRC, Inc. shall be responsible for insuring that the noise level shall be no greater than 100 dba at any property line of the premises, excluding entrances and exits, from 1:00 p.m. until 5:00 p.m.; and
7.      That ACRC, Inc. shall be responsible for insuring that the event shall be terminated by 4:30 p.m. and all guests off the premises by 5:00 p.m., and further that the site shall be policed to insure that no trash or garbage is left uncovered.

Voted 2 – 3 – 0 (Webster, McSweeney and Jones against) Motion does not carry

MOTION by Jones, second by McSweeney to adjourn.  Voted 5 – 0.
